That is one strange bike, but the bars make sense after he starts riding leaned over.

If so, they use some purpose built Suzuki 4 stroke twin, 600 cc or thereabouts, IIRC.

These are like horse tracks in the U.S. with on-track betting and races all day. They even race them in the rain on totally sloppy-wet tracks. It's been a thing in Japan for years. A little like dirt track racing in the South but with gambling.
