I think you are a bit rich on the pilot and the main
I have a CDI vape, pods and Dave F mod in my carbs and only run 27.5 pilots and 210 mains and I am still a little rich

more importantly, what throttle position is the hesitation?

At around 5000rmp I shift gears and I see the hesitation at 4500 to 5500 rmp

Hesitation or "flat spot"?

Like Mark said, which position of throttle? I usually put a piece of tape next to my throttle with markings on 0 throttle & WOT for positioning. Measure the distance, then get the halfway point for 1/2 throttle, then get my 1/4 and 3/4.

Things I always like like to confirm are air leaks with a leakdown test, confirm your timing (1.8-2.0 BTDC), carbs are synced, then jump to jetting/needle position.
