Someone installed a Dyna S ignition with a one piece pickup plate should have been two pieces so each cylinder could be timed individually . I do not know of a machine shop the bores motorcycle cylinders but I haven't looked into it.

a one piece plate will work fine as long as its drilled correctly that how all 4 stroke 2 and 4 cyl models are done, and how i did my yl1e. more than likely, it was flat out tuned wrong. or an air leak.
theres plenty of options to get cyls done, ed toomey can do them, i think economy cycle can do them as well.

This is exactly why I completely go through a new bike before riding it. Don't trust anyone!
And it sounds like the current seller doesn't know much about motorcycles.
