I love the foil heat shield protecting the battery from the exhaust. Shouldn't be a problem.

Being from Washington, he MIGHT mean it's 20 years or older, in which case you can get a "collector's plate" and not have to buy registration tabs anymore. In theory, the vehicle isn't used as primary transportation anymore, but...it's been known to happen :whistle:
