Title: RD350 - Outside of Oil tank cleaning

I am posting a photo of my oil tank. There is a lot of dirt on the outside of the tank. What do I clean it with?
The rubber pipe seems in good shape, what do I clean it with?
Also there is a chimney like thing(painted) like a vent, probably about 2 inches, what is it? There is a separate breather pipe which has a spring.

wd40. (which is actually a cleaner and not a lubricant)

hose it down w wd, let it sit for about 5-10 mins, repeat if needed.

the 'chimney thing' is actually for a dipstick.

Thanks, I can clean the rubber with WD40 too?
