I from Texas, but I am guessing that would be the equivalent of a bonded title here.
The short version is you can get a bonded title to replace a lost title. After 3 years with no claims against the bonded title the bond expires and the state issues a clear title.

In Washington you have it inspected by the state patrol, you can then register it and get a plate. You then have to wait three years for the title.
