Title: Extra part after front brake rebuild RD400

Does anyone know what this little collar is?  It was in my parts bag with the front master cylinder and brake lever parts.

Looks like a crimp for either a wiring loom or a rubber boot.  Likely the latter given where you were working.  Holds the rubber boot in place at one end.

I agree- it's the band around the front brake sensor. I just rebuilt my front master shortly ago and I have this piece continuously trying to fall off. Once it gets tired, it's hard to keep it on there.
