fork oil level

Okay, I searched here but I am still not sure. I have put 160cc (5.4oz.) in the tubes after a good draining and cleaning. With that amount, the springs are out, and the tubes compressed, the oil level is about 6.5" down from the top of the tubes. I keep seeing that the oil should be 120mm (4.7") from the top of the tube.

So, which is correct? All stock stuff by the way on a '75 RD350.
