RD400 tapered steering bearings

Hi  Are the dust shields that come with the All Ballls 22-1007 steering head bearing kit for 76 RD400  used? I haven't put tree/stem back on frame but I pressed on bottom stem bearing without dust shield. Didn't look like it was right. Top bearing maybe. Anybody used this kit . Thank You.

Yes, you use the dust seal.
