What I've noticed, if you find the date on the wheel, bike production 2 months later. my rd was like that and kawasaki triples were like that. Not sure if the rd350 wheels have date codes though.

I've had decent luck using mothers aluminum polish. try it in a small area. I use the same thing to polish hazed auto headlights and works great for that too.

One carb should be a master or not adjustable and you match the remaining, you close off the valves to get gauges to stabilize.

I believe they are like "chokes" to dampen needle movement.

I kept needle in mid position and if I remember right about 1 turn out on Air screw. besides surging a bit on decel ran great. switched to chambers and 145 mains and god rid of the surge and runs even better :)

When mine was bone stock with the same airfilter, 130 main 32.5 pilot.

I've seen several sets of the K2 Tec pipes for other bikes in the clear coat mild steel, it seems to hold up pretty well.

more than likely a mag coil, kicker can't spin it fast enough to create voltage.

could be the magneto coil going out when hot too.

or even a 76 kz750 twin :) but actually it's a kz rear brake rotor 76 thru 79 I think. Kz 650,750,900 and 1000
