you throw the fairing, seat and clubman bars right in the trash bin, fit a better seat and a set of low rise bars, set of fenders, and it would be ok.
says 350, so im going to assume it has an r5 topend on it.

Zooming in on the few crappy pictures, I can't see the "347 cc" casting but if it's really 350, it looks like R5.  Also mentions HVC Pistons which also point to R5.

It got the Ottco heads, so a bit of bling value there.

The carbs???  Says new 28's. No filter or air box.  Looking at the RH carb it's got a choke, and that side spigot is plumbed wrong. IIRC all new VM28's have chokes so that may be the only way to run new carbs. 

There's no way that bike is dialed in but like Mark said, bin some of that stuff and it's a good base, especially titled, with a new top end although no mention of the crank.
