They usually block numbers in descriptions, and messages.
Yeah I'm surprised that pic made it and hasn't been pulled. And they scan messages for numbers, email addresses, discussion of outside sale, etc.
Now that they're taking 13.25% + $0.30 off every eBay Motors sale I'm betting more of this will be going on.
Doubt their software can read a shaky hand-written note. And scanning in-person is rare.

Same reason so many bikes are posted in the Parts category on Craigslist. As soon as they started charging to post vehicles.
