Fuel tank rust on outside bottom

What do you all suggest for this rust?  I don't want to repaint at this time, just need to remove or stabilize this rust on the underside.  The top looks pretty good.

in the tunnel? if gently use some naval jelly, rinse, then prime over to seal.
