RZ500 project SoCal Craigslist, disassembled, some spares. Seems high for a bike that has been down and potentially incomplete, what do you think?

I'm no RZ500 expert, but it seems a bit high to me.  He may get close to that from the right buyer.  I know they are very rare these days and he has a boat load of spares.  It's also hard to know exactly what he means by the engine needs to be rebuilt.  When I see that I assume it needs everything down to the crank rebuilt.  He also said the bike is apart, which to me should lower the price.  I want to see how everything goes together.  I guess if you're familiar with them, it might not be a sticking point.

It is high, but few and far between also.
If the engine is not 100% there, plus the fact that many parts are no longer available...anywhere... it would turn into a very long term project $$$
And the parts that may be there, look like they may not be of any use...

That price is high. To get it back together, running again, and reconditioned you're going to have to spend that amount again, or more.
A CA title adds some value, but the listing states "was registered" so that may mean it's dropped out of the DMV system due to not being current, which is the same as not having a CA title at all. You won't be able to get it titled here again. Or it may be the case that it has back registration due which can be a killer cost-wise. (CA bills for each year unpaid and adds penalties, so you can get a big surprise when trying to transfer title and register again).

Unless you're a glutton for punishment and enjoy a huge project, it would be more wise (and less costly) to find a complete running bike.
