RD 350 Shock Mount Studs

I am prepping to send my new frame out to powder, and it has one broken rear shock mount.  The person I got the frame from gave me a new stud.  Today I tried to extract it and it doesn't want to budge.  I stripped a #2 extractor and the #3 wants to strip. 

I did heat it but it doesn't want to come out.

Does anyone know with certainty that this is actually a stud, and not a solid piece that's machined?

its one piece.

just tap it and use a bolt, thats always an option. that doesnt see any load, just keep the shock from sliding off.  is that stud m10x1.5? me? id cut a bolt (m10x1.25) down, clean the end of the shock mount, and get the threaded portion tig welded on.  but you have options.
