NOS Horn no continuity

I picked up a NOS horn for the RD on fleabay. I went to test it and I got bupkiss for continuity and no beep beep when powered directly with a battery.

My question is, can these be disassembled enough without drilling rivets to make this work?

I have a return window but I hate going through the process of losing shipping cash on a shit deal.

tap it sharply when throwing voltage at it (they do get stuck when sitting forever). you can also hose it down with contact cleaner and see if it frees up.
