Setting float height on PWK carbs

I was looking into a problem on my Daytona with Keihin PWK28 carbs over the weekend.  Found float height was high on both sides by a couple mm - supposed to be 19mm.  Got one carb adjusted nicely but couldn't get the other set right.  Turns out the spring loaded plunger on the needle is stuck.  Weird, have never seen this happen before, anybody else?  Going to get a new set of needles to try.

I have, its unusual, have seen a few honda 4's do that. tiny fine particulate somehow gets past the filter and works its way in there, or they gum up from sitting.

Got the new needle valves and that seemed to do the trick!  Plus some fresh gas.  Hasn't run this well in a while.  Maybe a bit rich, have 155 mains, but it pulls so hard 7000prm+  with the porting and everything that I feel like it will rip the bars out of my hand when I go for the clutch!
