do they actually have a noticeable effect in use?

I found them useful for setting the correct initial front-end sag. Once that is set to the correct height I don't fiddle with them. Just my 2 cents.

same as above w me as well on bikes I've put them on or that came w them.

I put them on the lightweight after I curls the stock spacers (to reduce preload ) but dial it in.
