Drill and tap a small hole in the stops on the lower triple and use the head of a small screw or bolt to limit the travel.

This might be a silly question, but can't you just rotate the clip-ons forward enough to not contact the tank at full lock?
I have clip-ons as well, and they don't hit the tank.

I usually weld up the stops on the lower triple tree.
Most of the time I have it off for upgrade to taper head bearing and paint, but the small drill and tap works well too.
Some riders don't have long arms and like the clip ons in closer and will hit a stock tank.
