There is no Canadian 1979 RD400E, that doesn't exist.
The Canadian bikes are 1979 RD400F and 1980 RD400G, they have the same frame as the US Daytona Special and Euro E. model.
The US 1979 F specific DG pipes do not fit on the Canadian F and G because the external measurements of the 2R9 cylinders are the same as the US 1A1 and the Canadian F and G do not have the emissions junk.
That being said, you can fit regular US DG pipes with tabs.

DG did make a special set for the U.S. '79 RD400F.
They were marked as 4F.
Our U.S. '78 and earlier back to '76 are very close to the Euro 2R9 and STD DG 4 heads will work on any RD other than the 'F' model in '79.

Is he steam cleaning the bike, using a pressure washer at a carwash perhaps? something is going on, they don't look quite right to me, heat or fuel or something got to them.
I know guys in the sled world that run some alternative fuels, maybe he is using a special blend thats killing them?
