That thing looks like a poorly made homemade piece of junk. Looks at the ugly welds, the arm tubes are open on the ends, the axle slots as Mark mentioned, the outer plates look to be two layers. The "tubes" appear to be constructed from separate pieces of stock welded together instead of rectangle tubing. And it almost doesn't look like aluminum. Quite a boat anchor

It may have been from an old dirtbike. There are two threaded pieces on the inside of the chain side that could be for a chainguide and it looks like the axle slots are the same size and had to be opened up on the brake side to for a 400 axle.
