Pretty rare in the States, don't think I've ever seen one before!
Appears to be a similar engine (or maybe even the same) as the Freccia C9 and early Mito.
I would think that 8-digit VIN would cause some issues with titling/reg. It's a moot point for us in Calif as this one would be a no-go due to mileage.

You've gotta love those 80's era Cagiva call outs on the graphics!
